Who was the comedian who was always on the brink of laughter

He was skinny and kinda looked like Nicholaus Cage. He would be on the
brink of laughter as he told his jokes. He had a big grin the entire
time he told his jokes. I recall that one of his jokes had to do with
his pants not drying all the way after he put them in the dryer and he
had to wear them slightly wet.
